What is CMSS Scholarship (Mukhyamantri Shishyavrutti Yojana)?

Gujarat once ran many small scholarship schemes. The state closed them and started one single scheme. This is the Hon. Chief Minister Scholarship Scheme or CMSS. It has been running since the academic year 2014-15. Selection is on merit, within a fixed number of seats for each course. The table below gives a quick overview of the Gujarat CMSS Scholarship.

Students must meet all the conditions below to get this scholarship.

CMSS Scholarship 7 Categories

The student must belong to one of these seven categories.

• Girls from 50 Gujarat talukas where less than half the women can read and write

• Children of Gujarat jawans who died or were permanently disabled on duty. This covers war, terrorism and naxal violence.

• Children of labourers whose parent or guardian holds an E-Nirman card

• Children of parents with 40% or more disability. Students with 40% or more disability can also apply.

• Children of widowed women

• Orphans who have lost both parents

• Children of divorced or abandoned women

Students outside these seven groups cannot apply, even if their income is low.

CMSS Scholarship Income Limit

The family income rule is simple. The total yearly family income must be INR 4.50 lakh or less. This limit is the same for every course and category. A valid income certificate is needed as proof.

Courses Eligible Under CMSS Scholarship

CMSS covers three routes into higher studies.

• 10th Class pass students who join a diploma course

• Diploma pass students who join a degree course

• 12th Class pass students who join a degree course

It covers medical, paramedical, AYUSH, engineering and professional courses. AYUSH includes courses such as Ayurveda and Homeopathy. General degrees in science, commerce and arts are covered too. Reserved Seats for SC, ST and SEBC Students

Some CMSS seats are kept aside for reserved groups. Seats are reserved for SC, ST and Socially and Educationally Backward Class (SEBC) students. Students with disabilities also get reserved seats. But caste alone does not make a student eligible. The student must still belong to one of the seven categories.

Course-wise CMSS Scholarship Amount

The table below shows the yearly amount for each course.

Most courses pay half the yearly tuition fee, up to a set limit. These rates are for self-financed courses, which run on student fees. Science, commerce and arts students get a fixed INR 10,000 instead. If you study at Sumandeep Vidyapeeth or Parul University, check with your college first.

Number of Scholarships Under CMSS

CMSS gives 2,500 scholarships each year, split by course.

Seats are fixed for each group. So meeting the rules does not promise a scholarship.

CMSS Scholarship for Dual Degree Students

A special rule applies to dual degree courses. Some students join a six-year Diploma plus Degree course after 10th Class. This includes students who have passed the GSEB 10th exam. For the first three years, they get the diploma engineering benefit. For the next three years, the rule changes. They must make the diploma-to-degree merit list to get the benefit.

CMSS Scholarship and MYSY Benefits Together

CMSS students can get other state support too. A Gujarat government order (GR) allows CMSS students to also get MYSY benefits. MYSY stands for Mukhyamantri Yuva Swavalamban Yojana. Students must meet its rules separately. At Nirma University and CHARUSAT, students can ask which scheme covers their course.

3. Register as a new student. Your login ID and password will be created.

4. Log in and select the department that matches your course.

5. Fill in your personal, academic, category and income details.

7. Check all details once more, then submit the form.

8. Get your documents verified at the nearest help centre.

9. Complete your Aadhaar biometric e-KYC.

Help Centre Document Verification and Aadhaar e-KYC

Your documents must be checked at a help centre. The portal lists help centres for document verification. Many of these run inside colleges and universities. Those studying at Gujarat Technological University or Marwadi University can ask their college first. You also need Aadhaar biometric e-KYC to receive the money. It checks your identity with your fingerprint or eye scan. The portal lists e-Gram centres for this.

Merit-Based Selection Within Course Quota

Selection depends on merit and the number of seats. Each course group has a fixed number of scholarships. Students are ranked on merit within their own group. AYUSH seats use NEET marks. Other paramedical seats use 12th Class PCB theory marks. So your GSEB 12th board marks matter for these seats.

CMSS Scholarship Renewal and Delayed Students Application

CMSS support can continue in later years of your course. The portal has a separate renewal form for this. Some students miss out in the first year. They may forget to apply, or get rejected because of income. They can use the "Delayed Students" option later if they meet the rules. It covers only the remaining years of the course, not the missed years. Students at Ahmedabad University or Navrachana University can get renewal help from their scholarship office.
