How can you expect a free seat, if you get a rank of 13179? You know that free seat will be given to those who obtained a rank below 10000, moreover it is difficult to get a seat in Information Technology in CBIT.

IPE marks doesn't matter, only EAMCET rank matters here, coming to point, I think you can't GET a seat in CBIT, once go through the college predictor:

Which college is better in (all aspects) O.U or CBIT? I got 308 rank in TS EAMCET. I am confused.

OU is a government funded university whereas CBIT is not. Culture in OU is different to that of CBIT.
I think OU is better for placements and other stuff.

It depends on your caste and luck. You can go for other branch and slide, when you enter into the college if you are lucky.
