You must have completed your Bachelor's degree in mathematics or Physics from a recognised university. You will be only able to get admission in good colleges for this course if you have higher % of marks in graduation. Separated entrance examinations are conducted by the different colleges for this

If you really want to do astronomy it's very good so study at least physics and maths in class 11th and class 12th. Do a B.Sc in Physics and take a few elective courses in astronomy/astrophysics. After that do your postgraduate studies in astronomy/astrophysics.
Can I apply for PhD programme after B.Tech? If yes ,What field in B.Tech should be pursued to further opt for PhD programme in astronomy?

You can't apply for PhD after B.Tech. You need to pursue PG after B.Tech and then, after post graduation, you'll be eligible to apply for PhD.
