Yes, you can definitely give MAH-CET and apply through All India category. The cut-off for All India category in SIMSREE as per 2017 was 99.95 percentile.

As per the recent notification from DTE, apart from Maharashtra-MBA CET score only CAT and CMAT score will be considered for CAP process. You can check the detailed notification from the below link:

You can give MHA-MBA CET. If you have domicile of Maharashtra State, you can apply for Maharashtra State seats. If you are not a domicile of Maharashtra state, your CET score will be considered for All India Quota. Apart from MHA-M

As JBIMS is in south Bombay the accommodation is too much costly here. You can get PG, hostels near church gate that cost around approximately 10k per month. Single person rooms may charge more.
