For JEE Main, CRL can be defined as the Common Rank List that includes all the students with their ranks who had qualified for the exam. The rank of a student in JEE Main CRL is his/the rank that the student has secured in the exam based on marks among all the test takers (irrespective of category).
The National Testing Agency (NTA) also releases ranks as per the reservation categories such as OBC Rank List, SC Rank List, and ST-PwD Rank List with different Ranks. Your OBC-NCL or SC/ST rank is the rank among OBC-NCL or SC/ST category candidates, meaning other category candidates are not listed.

One important thing to note here is that the All India Rank (AIR) of a candidate is actually the CRL or common rank list. However, reserved category candidates have also been allotted ranks as per their categories. So whatever is your CRL rank in JEE Mains, it may climb up in the category-based AIR list.
