UGC Enforces Strict Rules as Caste Bias Complaint Rises by 118%
UGC Regulations 2026 to promote equality, aim to improve campus safety following a 118% increase in caste-based discrimination complaints. The commission has introduced mandatory rules, 24/7 helplines, and strict penalties for non-compliant universities.
The University Grants Commission (UGC) has released the guidelines for the promotion of equity in Higher Education Institutions. These UGC guidelines for equality have been released following the increase in caste-based discrimination by over 118.4% across universities and colleges over the last 5 years. The caste-based discrimination has increased from 173 cases in 2019-20 to 378 in 2023-24.
For the first time, the institutions will have stricter guidelines for the safety and security of students. Heads of institutions, such as Vice-Chancellors and Principals, will be personally responsible for preventing discrimination and ensuring a time-bound resolution of complaints.
UGC Guidelines for Equality: Highlights
The following are the important guidelines for the promotion of equity in Higher Education Institutions:
- Mandatory Inclusion of OBCs: The definition of caste-based discrimination now also includes Other Backward Classes (OBCs).
- 24/7 Support Systems: Institutions must now operate an all-time helpline and a dedicated online portal for reporting grievances for students.
- Equity Committees: Every Higher Education Institution (HEI) should have an Equal Opportunity Centre (EOC) and an Equity Committee. This includes representatives from SC, ST, OBC, women, and persons with disabilities.
- Quick Response Timelines: The Equity Committee is required to meet within 24 hours of the complaint received. A full investigation report must be submitted within 15 working days, followed by institutional action within seven days.
