UGC Issues Show Cause Notice to IITs, IIMs, AMU, IGNOU and 80+ Institutions Over Anti-Ragging Non-Compliance

IIT Bombay, IIM Bangalore, AMU, IGNOU among 89 universities at risk of losing funding and recognition ahead of 2025–26 session

As the academic session 2025–26 is about to commence with millions of students transitioning into higher education, the University Grants Commission (UGC) has issued a stern show cause notice to 89 higher education institutions across India for failing to submit mandatory anti-ragging compliance undertakings, as required under the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009.

The notice, dated June 9, 2025, flags serious non-compliance by both students and institutions in submitting the prescribed online undertakings against ragging. Despite repeated advisories, calls from the UGC Anti-Ragging Helpline, and follow-ups from the Anti-Ragging Monitoring Agency, these universities have failed to act.

Institutions Directed to Act Within 30 Days

The UGC has directed the listed institutions to:

Immediately ensure all students submit their online anti-ragging undertakings.

File the institutional compliance report within 30 days.

Submit a detailed report on measures adopted to prevent ragging on their campuses.

Threat of Regulatory Action

Failure to comply within the deadline may invite severe consequences, including:

Withdrawal of UGC grants and funding.

Public disclosure of non-compliance on the UGC website.

Possible de-recognition or withdrawal of affiliation.

Among the prominent institutions named in the notice are:

Nalanda University (Central University, Bihar)

IIT Bombay, IIT Kharagpur, IIT Hyderabad, IIT Palakkad (Institutes of National Importance)

AIIMS Raebareli

Indian Institute of Management Bangalore and Rohtak

Indian Statistical Institute, Kolkata

Dr. A.P.J. Abdul Kalam Technical University, Lucknow

Indira Gandhi National Open University (IGNOU)

Aligarh Muslim University

SASTRA University, Tamil Nadu

National Institute of Pharmaceutical Education and Research (NIPER), Hyderabad

Several state public and private universities across Andhra Pradesh, Bihar, Kerala, West Bengal, Uttar Pradesh, Karnataka, Rajasthan, Tamil Nadu, and Jharkhand are also among the defaulters.

UGC Secretary, Prof. Manish R. Joshi in the letter has emphasized that student safety is a paramount concern and that the anti-ragging framework must be strictly followed by all higher education institutions. "This notice must be treated with utmost priority," the UGC said, stressing that non-compliance jeopardizes the safety and mental well-being of students, especially newcomers. The Commission has also informed relevant sections of the Ministry of Education and all regulatory bodies for further action against the defaulting institutions.
