Foreign Medical Graduates (FMGs) from Pakistan are exempted only if they joined degree colleges or institutes before December 2018 or later if they received security clearance from the Ministry of Home Affairs (MHA).

Medical Graduates from Pakistan Ineligible for Practice in India

Students with MBBS degrees from Pakistan-based institutes will be ineligible to appear in the Foreign Medical Graduate Examination (FMGE) and practice in India. Union Minister of State for Health Anupriya Patel clarified the bar on FMGs from Pakistan seeking employment in India. According to the National Medical Commission's earlier notification dated 28.04.2022, the Minister reiterated that if any Indian national or Overseas Citizen of India seeks admission to MBBS/BDS courses in any medical college in Pakistan, he or she will be ineligible to take the FMGE screening test or getting employment in India based on educational qualifications acquired in Pakistan.

Students who seek practice in India have to appear for the Foreign Medical Graduate Examination (FMGE) and, thereafter, complete the mandatory internship to obtain permanent registration to practice in India. Hence, keeping a note of the notification, students who have completed their undergraduate medical degree from Pakistan will be barred from appearing in FMGE examination and practice in India. 

However, Foreign Medical Graduates (FMGs) from Pakistan are exempted only if they joined colleges before December 2018, or later, if they received security clearance from the Ministry of Home Affairs (MHA).

The minister did, further clarified that migrants and their children who studied MBBS or higher education in Pakistan and were afterwards granted Indian citizenship would be eligible to take the FMGE/NEXT or seek employment in India after receiving security clearance.
