NEET SS Counselling 2026

The National Board of Examinations (NBEMS) issued a new notice for NEET SS 2025 candidates appearing for the counselling process. Many doctors joined colleges after the Round 1 counselling process, and they started performing their clinical duties immediately. Later, they upgraded their seats in Round 2 after the seat allotment. Meanwhile, some medical colleges tried to recover their stipend. Now NBEMS has strictly banned this practice.

The board gave a clear instruction to all colleges that they cannot demand a stipend refund. Candidates worked hard during this period. The stipend is their valid right. It is payment for active clinical work. It is not a provisional advance. No recovery or adjustment can take place because of the upgradation in round 2 NEET SS counselling.

NEET SS 2025: Relieving Upgraded Candidates on Priority

The notice also talks about reporting timelines for students allocated in round 2. Upgraded candidates must join new colleges quickly before the deadline. Old institutes must relieve them on priority, and students must complete all formalities fast. NBEMS noted that court cases delayed counselling. The Supreme Court handled multiple litigations. Because of this delay, doctors worked for many days. They provided vital healthcare services at hospitals.

The Supreme Court then passed important orders recently. It directed the Tamil Nadu government to revert unfilled seats to the central pool. The Medical Counselling Committee is now handling these vacant seatsis now handling these vacant seats. They added them to Round 2 counselling. This process caused a lot of shifts and many candidates got upgraded to new colleges.
