NMC-MARB Withdraws MBBS Permission for Shri Mata Vaishno Devi Medical College in J&K; Students to Be Shifted
Medical Assessment and Rating Board has withdrawn MBBS permission for Shri Mata Vaishno Devi Institute of Medical Excellence in J&K over non-compliance. Students will be shifted to other medical colleges as supernumerary seats.
Medical Assessment and Rating Board (MARB) of the National Medical Commission (NMC) has withdrawn the Letter of Permission (LoP) granted to the Shri Mata Vaishno Devi Institute of Medical Excellence in Reasi district of Jammu and Kashmir for running the MBBS programme, citing non-compliance with minimum standards prescribed for medical colleges.
An order issued by the MARB on Monday stated that the decision was taken after the institute failed to meet essential requirements despite being granted permission earlier. The withdrawal applies to the current academic cycle for which admissions had already been initiated.
Surprise Inspection Found Major Deficiencies
According to the MARB order, the action followed a surprise inspection conducted under provisions of the National Medical Commission Act, 2019. The inspection reportedly revealed serious deficiencies in infrastructure, faculty strength, clinical material, and other mandatory academic and hospital facilities required to run an undergraduate medical programme.
The board noted that the institute did not meet the minimum standards necessary to ensure quality medical education and adequate clinical exposure for students.
Students to Be Accommodated as Supernumerary Seats
To safeguard student interests, the MARB has directed that all students admitted to the institute be accommodated in other recognised medical colleges in Jammu and Kashmir. These admissions will be made as supernumerary seats, over and above the sanctioned intake of the receiving institutions.
The order clarifies that the competent authority of the Union Territory administration will be responsible for reallocating students and ensuring continuity of their medical education without academic loss.
Financial and Regulatory Action Initiated
The MARB has also decided to invoke the performance bank guarantee submitted by the institute at the time of granting permission, as per regulatory norms. The move underscores the consequences medical colleges face for failing to maintain prescribed standards after receiving conditional approvals.
The Shri Mata Vaishno Devi Institute of Medical Excellence was granted permission to start its MBBS course with a limited intake subject to fulfilment of mandatory requirements and continued compliance. The MARB retained the right to conduct inspections and withdraw permission in case of violations, which has now been exercised following the inspection findings.
