As you have 91% and you are from unreserved category, then it's difficult for you to get admission in north campus, you can get admission in south compus or off campus but now they conduct entrance exam for every course, so your possibilities to get admission in good college has been increased, they will give you choice in the best way that you deserve. Jai hind college has not uploaded there recent cut off, so it's difficult to say that, you will get admission or not, but on the basis of previous year they have high score in there cut off, that's why you may not get admission there, it may be also possible le to you to get admission there, if you are from any reserved, for knowing that you have to visit a college once. You have no restriction whether you are from Science, commerce or humanities. It is open for all. For getting admission in criminology there is two way either you can get admission in Bachelor or after completing Bachelor in any subject you can do your master in Criminology.

Admission will be done solely on the basis of merit. Candidates of Indian origin shall get the admission form in person from the college office and submit the form in person at the office. Foreign students shall contact Pune University for admission to any course.

Candidates must have passed 10+2 or equivalent from a recognised board in India. The minimum passing marks are 45% to be eligible for B.Com admissions.

Yes, you can manage B.Com (Hons) and Company Secretary course CAN BE DONE simultaneously and in fact there are thousands of students who opt for the Company Secretary / Chartered Accountant / Cost Accountancy course along side the graduation.

A commerce student can apply for Statistics Honours provided they have studied Maths in class 12th. You can try for Delhi University colleges based on your percentage. Not all DU colleges provide Statistics Honours though. I believe the ones that provide this course are -
Kirori Mal College
Hindu College
Ramjas College
Lady Shri Ram College For Women
Ramanujan College
Sri Venkateswara College
Check that out when the merit list is released. There are a number of other good institutes as well that conduct their own entrance exams for the course like BHU, ISI, NMIMS, Symbiosis School of Liberal Arts etc. Fill out the entrance exams as well. Alth
