Your marks in Diploma & B.Tech is good and above minimum requirement i.e. 60 %. Make sure you are eligible in other criteria also like age, martial status, etc.

You are not eligible for technical but you may be eligible for nontechnical i.e. ground duty.

You should make certificate of it and apply under pwd quota as your right ear is not working properly. If you apply under general or other quota, you might get rejected during medical as they conduct ENT test. So, better to apply under pwd.

This is the eligibility for AFCAT
Education : Graduation (min 3 years) in any discipline with min 60% marks and have passed Maths and Physics as subject at 10+2 level B.E/ B.Tech from a recognised University with min 60% marks. Age Limit : 20 to 24 years.

Candidates are required to be acquainted with basic topics covered under the field of engineering. Topics from Physics, Chemistry, Mathematics, Computers, Electrical, Electronics, Mechanics, etc.

No, you are not eligible for AFCAT. You need at least 60% in class 12th with physics and maths.

Your graduation mark is okay, but your class 12th marks are less than 60%. Also, you should have done your class 12 in physics and math. According to AFCAT eligibility, you are not eligible.
