No, you can't get ECE at SV University. 2019 last rank for ECE for BC-A boys is 5486. If you want to join the government Unversities in ECE you may try JNTU Narsaraopet. 2019 last rank for ECE for BC-a boys in JNTU Narsaraopet is 31119. This year it may below 30000. But not less than your rank. So, you have a chance in JNTU Narsaraopet.
