You have not specified about the category you belongs. However, on the basis of your AP ECET 2019 rank, you can get admission for B.Tech Mechanical Engineering.

Yes, some 70-80% fee is reimbursed back to the student if the student wishes not to take up the seat allotted in the counseling process. 20% is held back as processing charges, check the website of Andhra Pradesh ECET for exact details.
