Bachelors Degree in Commerce Stream [B.Com] are eligible to pursue the Masters Degree in either of the two departments i,e. Arts and Commerce [M.A and M.Com] given one fulfills the admission criteria of the University one is seeking to pursue in with. The duration of the Masters program is two years.
Since, you are a Commerce Graduate, you will be better served if you pursue the Masters Degree in the same stream, given, you will have already gained the basic knowledge and a strong foundation in the Commerce Department. However, if you are willing take up Arts in the Post Graduate Degree program, you can definitely look to pursue.

5 subjects and 2 practical in her 3rd year first semester. She was too scared to say this to her family with a fear of taking her back home. She somehow managed to skip her classes after lunch and started studying on her own. Her determination and hard work helped her clearing her 3rd year with First class. No doubt the teachers and all her friends were shocked. But, I still remember the way she used to prepare notes before examinations and used to just revise one day before the exams. "It's never too late to begin and if you thing of a chance then you need to achieve it". .

For getting admission in JNU, please look into the website of jnu.ac.in. The details are given. My personal suggestion will be please go and visit JNU campus a friendly environment with beautiful plants and flowers a good security. You are in need to visit Administrative block where you can go for inquiry section. The people inside the campus are quite helpful they will guide you through the process of admission and good food are also available there.
