Both the institutes mentioned by you are equally good and thus it will be very difficult to tell which one will be the best option. However, we can help you with the parameters that you can keep in mind while choosing an institute among them. You can consider the below parameters
1) Faculty,
2) Affiliation / Recognition
3) Course Material,
4) Quality Education,
5) Fees
6) Infrastructure
7) Success Rate.
8) Placement
9) Top recruiting companies.
Also, if possible go through the alumni speak section to get an idea what the alumni thinks about the institute.

Helo laksh , what you can do is go for b.com course from good institute beacuse after b.com u can go up in any stream in future it will open many doors for you try doing CS whith your b.com if you can manage both of them well enough then only otherwise mess up with both of them .
you also Try out any other course which comes under your area of intrerest .
If you want to go in fututre in any managment background you can do BBA which makes up base for MBA .
If you have interest and u are good at computer skills go for BCA
their are many options dear just find out which one will suite you . Good luck have bright future ahead .

In my opinion you can't do two regular courses simultaneously. Refer UGC ruling.
IGNOU permits one degree and one certificate course of 6 months duration simultaneously. All the best.

yes, your percentage is not good in your graduation but you can join any diploma and certified courses any institution I think it that courses no need to high percentage . course are cost accounting, corporate Accounting, Diploma in financial management
Diploma in retail management
Diploma in risk management
Short term courses of NSDL & CDSL and tally.
