It is not a good idea to limit yourself to only one state. You can check Rutgers University but they do not offer a B.Pharma.

The best will differ with different individuals. It may be best for you while, may not best for someone who is not interested in this field. So, follow your interest and passion. B.Pharma indeed has a lot of scope, both in India and abroad.
