Portfolio evaluation may be required in some colleges but does not apply to every college. Even if you don't have a work portfolio prepared, there are many institutions in India that will offer you admission. 
However, preparing a portfolio will only help you have a strong base in your field. A portfolio usually includes your work experience, design samples, etc.

No, you cannot apply for BSc in Fashion Design course after completing Class 10. That is because to pursue BSc in Fashion Design you should have completed Class 12 or an equivalent qualification. However, if you wish to pursue a career in Fashion Design, you can do that in two ways:

  • Pursue a Diploma in Fashion Design after completing Class 10. After completing the course you can apply for BSc in Fashion Design.
  • You can also continue your studies in school till Class 12 and pursue BSc in Fashion Design after that.
