B.Sc Biotechnology at Dronacharya Government College costs around INR 15,000 for 3 years (about ?5k per year). B.Sc Forensic Science is not offered here, but in other colleges, it usually costs INR 20,000 to INR 1 Lacs in total.

No, Kongu Engineering College (Kongu College) in Erode does not have a separate B.Sc. IT entrance cutoff—admissions are based purely on 10+2 marks (minimum 50?%) and merit list. It's a seat-only-by-aggregate system, no TNEA or entrance exam.
