As MIT WPU has now organized Its Own Entrance Exam Called MEET WPU 2021. and you need to score approx 140 out of 200 to clear the cutoff and Get a seat in cse branch. Now total seats are 420 and first 500 students might get called for cse and 420 students take the seat on merit.

Depending upon your ranking you will be called for either phase 1 or phase 2 counselling and the category system start from the Phase 2 counselling. After all the seats in Phase 1 counselling ( 1 to 20000 rank ) are filled, phase 2 counselling starts. Some seats are left for each category with and increase in the tuition fee. The category 1 fee is generally around 1.9 to 2 Lacs per annum and the category 2 fees is about 2.5 Lacs per annum.

Category 1 is 6000 to 7000
Category 2 or 3 or 4 is 28000 to 32000
As categories increase your fees also increases so be wary of the same and as your rank is not under this Category and so you are unable to get CSE in Vellore.

For entering an engineering college you need to give the All India Entrance Exam JEE- Mains and need to secure a good rank. Then on the basis of your rank, you will go through a counseling process there you will be required to give your preferred college and branch. Top colleges for CSE /IT Branch

It depends on your state of domicile and how much financial backing you have .
In state level colleges, you may get CSE with this percentile, with home state quota.
Rajasthan Engineering Admission Process (REAP) , has decent govt colleges at Jodhpur, Kota, Udaipur etc and it also gives admission on the basis of JEE Main. Here 15% seats are for outside candidates. Even 90 percentile in JEE main can fetch you a seat there.
Similarly admission to GGSIP University, Delhi, is by your JEE Main rank. Here there are 3 -4 decent colleges, USICT, MSIT, MAIT etc. Fee is much less, when compared to other private colleges. Your entire B Tech course fe

There are many colleges in India which have defence quoto though no government colleges make provisions for it, generally. Some of the colleges are as follows
1- Delhi colleges of Engineering (DCE) or DTU, which has 10% quota which is generally for children or/and widows of personnel of Armed/Para-Military forces with high priority.
2- IP university (Indraprasth University), Delhi.

CSE bioinformatics is the best branch in VIT, if you ask for my personal opinion because of the following reasons: There'll be a very small number of students in the branch, around 100. All the subjects are the same as the CS branch, except 45. And those also don't make much of a difference. Because even the CSE students don't know what these subjects are for. CSE with bioinfo will have 56 bio subjects. And those are also very easy. If you've never studied bio before, don't worry you'll easily score good marks in them.
