No, it is not mandatory to be good or have experience in programming, if you are interested in pursuing CSE. In CSE & IT both, programming languages will be taught from the basics. So, it doesn't matter if you previously had any knowledge/experience in programming or not. Your professors will spend first 2 semesters teaching you the basics of programming including syntaxes, basic input/output, loops, algorithms etc. You can begin learning on your own too from online tutorials, blogs, courses, videos, to get a little grasp on the basics, which will be strengthened when you'll attend your lectures.
