Hello Veera,
Backlogs are always a hindrance for admission to any worthwhile institute abroad. But inspite of this if your marks are exceptional, then perhaps you have a chance.

Eligibility for lateral entry into mechanical engineering will depend on what was your branch for Diploma. Of course, you can get a particular college if you have scored very good marks.
