Hi Gurpreet,
It is difficult to find a PG Diploma programme in engineering. Very few options are there which includes Fanshawe College of Applied Arts and Technology - Graduate Certificate in Construction Project Management, Centennial College - Graduate Certificate in Construction Management. Check

It all depends on your technical skills. Yes, of course your college will matter a lot. So, try to get into whatever good college possible for your score. Because the task gets much easier if you are in a reputed college or you will have to do a lot of hard work to reach to the same point.

Your 12th percentage is good but the JEE rank makes it doubtful if you can get into a government institute or not. If you have reservation under some category then you might get into home state government college. But getting CSE in that case is still difficult.
