Yes you need to clear all backlogs of graduation within one year of admission in MBA. Because you will not considered for placement if backlogs are existing.

Master of commerce (M.com) is a 2 years pg oriented course at Government college Bangalore established in the year 1927. Comparing to private colleges Government arts college fees structure is about 14000 to 45000 per year.
