Yes, you can get into Bengaluru City University with 85% in the qualifying examination. The university has preset admission criteria for all of the courses. For most of the courses, students are required to secure a minimum aggregate. The aggregate ranges from 35% - 60%. Hence, yes, 85% is certainly a good enough percentage. However, the final selection is subject to the course-specific selection rounds.

No, Bengaluru City University admissions are not entirely entrance-based. The university accepts students on an entrance basis only for the MBA courses. For the rest of the undergraduate and postgraduate courses, students are selected purely on a merit basis. Hence, no Bengaluru City University admissions are not entrance-based.
