Yes, NIMHANS Bengaluru, IIT KGP, IIT Delhi, NBRC Manesar etc. are doing extensive work in the field of Neuro. You may consider doing your Ph.D from any of these places. Later on, you can also join as a faculty after your Ph.D.

Hello Anisha,
Biomedical engineering do not require maths in some private colleges SRM, VIT, and in COMEDK but if you want to go through JEE then off course yes. And, if you are not at all good in maths then I would say do medical course and then you can do your higher studies from IITs and NITs.
