Neither biology nor economics will help you in JEE. So choose your subject as per your interest. Biology and economics have importance in their own. In JEE, only physics, chemistry and maths will be there in the exam.

Not every university has this requirement. You may do some research by visiting the university websites, also write to them. Some universities may suggest a WES evaluation of the degree or some may suggest he completes a PG Diploma or the 1st year of a Masters degree.

I can see no reason why you cannot. With those grades, you should also consider applying to any top ranked universities in countries like Australia, New Zealand, Singapore and Germany.
