The chances for you geeting sest for BMLT at PGI are very low as you score is too below the cut-off of the PGI . If any seat reamains vaccant till Mop-up round then only you can secure admission there. However, there are high cances that you won't get admission due to high cut-off of the PGI.

Bachelor of Medical Laboratory Technology (BMLT) is a professional course. This course teach students the knowledge and skills to work as medical lab technicians in hospitals and other health places.
Professional course mean a course that get students ready for a specific job. BMLT is only for training students to become good medical lab technicians.

DMLT course is shorter, mostly 1 year, but BMLT is full bachelor degree that take 3 years. BMLT teach more deep and detail about lab technology than DMLT.
Which is better depend on you and what you want in future. You should check both courses proper, think about your career goals, and ask teachers or experts before you decide.

Yes, you can certainly do a BMLT course after completing your B.Sc. (Hons.) in Chemistry. Most of the institutions allow admission to the BMLT course for candidates having a Science background with Chemistry. Your academic performance with 64.8 percent in B.Sc and 73 percent in 12th PCM is decent enough to meet the eligibility criteria of most colleges.
