If you will not register yourself by 29th feb 2020, you have to appear for may 2021 and your 1 year will be wasted.

Yes, you can apply for CA. But, there are accounts, economics, like subjects so please make sure you will take coaching at that center where all concepts are to be revised, Most of the syllabus based on the class 11th and class 12th especially accounts and economics. Best of luck.
