Hello Nishar Ahmed, National Institute of Electronics and Information Technology at Srinagar offers different courses and for each course the qualifying examination is different and also the procedure for getting admission differs for formal and informal courses. Yes with your marks of about 70% in class 12th I am sure you will get admission in any of the informal or formal courses definitely. The eligibility criteria for admission to the Master of Business Administration program at Shri Khushal Das University (SKDU) require a recognized bachelor's degree with a minimum of 50 percent marks (45 percent for Scheduled Caste/Scheduled Tribe reserved categories) in the qualifying examination. National Institute of Electronics and Information Technology (NIELIT), Chandigarh is an autonomous society that words under the Ministry of Electronics and Information Technology (MeitY), Government of India.
To get into this reputed and highly recommend institute there are procedures for various courses. Entrance exam is held to get into the institute, resulting in release of cutoff lists. Hello Nishar Ahmed, this National Institute of Electronics and Information Technology located in Srinagar was established way back in the year 1987. It offers a variety of courses at different levels. Even undergraduate Diploma is offered in 15 different subjects. The basic eligibility criteria for this course is the passing of the 12th standard in J&K board of secondary education or its equivalent across India. NIELIT, Chandigarh works under Ministry of Electronics and Information Technology, Government of India. It accepts Class 12th score from all recognised boards. Hence, it's good to go if you've done your schooling from CBSE Board.

First, for this type of eligibility qualification related questions, you must mention your subject specifically as in the National Institute of Electronics and Information Technology qualification for Diploma differs for each course.
Your question states your percentage for class 12th but a UG Diploma cannot be done after the 12th. Generally a UG Diploma is done after getting a UG degree which means aggregate percentage of UG will be considered.
