You can find the Class 12th CBSE Previous Year question papers on the official CBSE website. You can also find the sample papers in libraries and the local book stores three months before the exam. PYQs can also be found on the websites of various academies, such as Allen or PW.

Yes, candidates can apply for admission in NIMC Delhi for BJMC through the merit secured in Class 12 exams. As long as the candidate has passed their Class 12 they are eligible for admission into the programme. If the score is as high as 55%, there won't be much trouble a candidate will have to go through to secure admission as candidates can apply for direct admission at the institute.
