In civil services, you will have to take subject papers for IFS botany, zoology and biotechnology subjects are eligible. So, it does not matter in that case, in fact if are preparing side by side it will boost your preparation as subjectivity matters.

You have many choices like BBA, B.Com, CA, CS, ICWA and CFA. BBA and B.Com should have the support of PG courses like MBA and M.Com.

Choosing stream should be based on once strengths and interest, any forced suggestion from my end would not be beneficial for you in the long run and any course such as B.Sc,etc., would be best suited for you because you have a science background.

Except for engineering, you still have a lot of choices due to the advantage of studying Science. You can do B.Com, BCA or B.Sc. It is quite popular after PU science, you can also go for BA, B.Pharm, etc.

Your stream doesn't matter, you can give entrance for clerical post after your class 12th. Any stream student can apply for the entrance.

It depends on college to college. Most of the good colleges will not accept you because they want students who have very good academic scores. What you could do is make your SOP (Statement of Purpose) very good that it impresses the Canadian colleges, and then there's a chance for your admission.
