Direct admission to the College of Engineering, Bhubaneswar for the first-year B.Tech programme is normally not possible due to the merit-based selection process. Prospective students are normally required to pass state-level admission exams such as the Odisha Joint admission Examination (OJEE) or other recognised competitive tests. Admission is determined on the candidate performance in these exams, and seats are assigned using a centralized counseling process. Diploma holders may have lateral entrance alternatives but they must also meet particular qualifying standards.

If we compare the BSc tuition fees of Utkal University and Birla Global University we will see that Utkal University has a more varied total tuition fee for its BSc programme as it has many affiliated colleges that offer the programme. Birla Global University doesn't have as many affiliated colleges, hence there is only one tuition fee for the programme.
Utkal University has a tuition fee in the range of INR 360 - 2.3 lakh, whereas, Birla Global University has a tuition fee of INR 3.8 lakh. Therefore, Utkal University has a more affordable BSc programme out of the two universities.
