Part time would take time. Compared to other major cities like toronta, Waterloo or Vancouver. But the living cost is less and that makes up for the delay in finding part time.

The following requirements apply to all applicants applying to undergraduate degree or certificate studies at York University. Official Transcripts (all students are required to submit official transcripts except those qualifying as Mature applicants or as Visiting Students on a Letter of Permission)

Yes, the study gap would be a major problem. But, it must be okay, if you did something productive during the gap, eg work. You can give it a try. But, I would suggest you not to keep your hopes up. There's a high chance for visa rejection if you cannot provide proof of activities done during your gap.
