Inter transfer are possible in the colleges of the same Universities. The DAV Yamunanagar is affiliated to Kurukshetra University, While DAV College Chandigarh is affiliated to Punjab University. Hence your transfer is not possible.

About Diploma course in mass communication. But, why are you going for Diploma? If you have interest in mass communication, then go for a proper degree course in mass communication, as it will help you to fetch a good job. And, after Bachelors degree in mass communication, go for Masters degree in mass communication.
