You can go for it. Don't limit yourself by thinking whether it is a good university or not. Ultimately what matters is how much efforts you put in for your studies. As far as fee and placement is concerned, you can visit the website of the university. it will give you a very clear picture about what has been their placement history. I hope this would suffice. You should go with mechanical from PU as it has good placements as compared with production engineering.
But UCOE DEPT is in Panjabi University, Patiala, you should definitely go with production engineering in GNDEC.

Unless you complete or pass subjects in which you have compartment you will not be eligible to seek admission in higher education whose eligibility criteria is graduation degree.

A job at Infosys is good but everyone cannot secure a big good rank of 23 in TANCET, if you want to utilize your rank you can pursue Mba, also talk with your organisation if they'll sponsor you on a bond or can you 'Learn while you earn'.
You have a very good score so it's your choice between TSM and PSGIM. To be frank Placement in PSGIM is better than TSM, as you have international opportunities in PSGIM. Whereas TSM gives you placement into companies for the intermediate level of the organisation structure.
