To take admission from B.Ed distance learning course at IGNOU you need to visit the official IGNOU website and apply online during the application period typically announced in advance. if the student has scored 58 percent in class 12 with physics chemistry and maths then yes they are eligible for B.Tech admission at ipu through JEE Mains the process includes registering on the ipu admission portal using JEE score filling choices during counselling and then seat allotment and document verification

Both IGNOU and University of Madras are decent for MA english distance education but IGNOU is better known nationally with more structured material and support. Madras university is fine especially if you're in chennai since it's local.
