Yes, it is possible to change stream from BA 1st year to B.Sc (Hons) biotechnology from Jammu University to University of Delhi.

For this, you'll need to apply for admission to the B.Sc. (Hons) Biotechnology programme at Delhi University, but you may have to start from 1st year after migration.

An online BA from IGNOU is a three-year programme, divided into six semesters. It is not possible to complete this online degree in one year from this institute.  

The cost of online BA from IGNOU is INR 21K in six semesters.  In addition, the registration fee is INR 300, and exam fee per subject is INR 200.
