You might be able to get admission into DTU with a 71 percentile in JEE Mains, 60% in your 12th grade, and from the SC category. Some key points related to eligibility:
Eligibility: To seek admission to B.Tech in DTU, one has to have passed Class 12 with aggregate percentage not less than 60%. The combination is PCM, however for SC students, there is relaxation and often the minimum percentage is considered.

You cannot do a B.Ed in Special Education through distance learning with 45% in graduation as most of the institutions require minimum 50% marks in graduation to enroll for this program. Eligibility criteria for B.Ed in Special Education usually requires that candidates should have at least 50% aggregate marks in the undergraduate degree from a recognised university. Some universities may offer relaxation of 5% for the candidates belonging to the reserved category, but that doesn't match up with your present qualifications. INI CET cutoff 2025 for Round 1 is out for AIIMS Delhi courses, including DM programme. For the January session, the INI CET 2025 cutoff rank was 223 for admission to DM in Infectious Disease course for the General AI category students. In 2023, the cutoff for the same course was 267. So, considering the cutoff ranks for both 2023 and 2025, candidates must aim to target a rank up to 267 for AIIMS Delhi admisison to DM courses.

Yes you can get admission to Diploma course at AMU or jmi where Amu and jmi will conducts it own entrance examination for various Diploma courses. 

Candidate should write the entrance test before getting admission in AMU college.
