The two options you gave, I would advise you to go with electrical engineering at IIT(ISM) Dhanbad. It is because your branch matters and certainly electrical is much better than geophysical and electrical is core branch too.
Electrical engineering students at IIT(ISM), Dhanbad has got decent placements in past few years. Since we got the IIT tag last year only, the number of companies visiting the campus is bound to increase from here on. Vacancies accrue every year in second year because of students moving out based on JEE and BITSAT etc performance. Therefore, every engineering college allows change of branch subject to availability of vacancies or slot and allocation of branch is based performance in first year and other criteria decided by university.

As per your rank, your chances are very slim for getting BIT-Sindri, but wait till the last round of counselling as many students release their seats, so you may have chances to get any lower branches there.

You have a very less chance of getting into Birsa Institute of Technology, Sindri (Dhanbad).You should have a rank of under one thousand to take admission in BIT-Sindri.

For mechanical engineering, the rank range is 3100 to 5500. For electrical engineering, rank range is around 4700 to 6100.
These are just tentative, actual ranks may differ.

UPES rank is 3rd in terms of petroleum engineering. 1st is IIT, Bombay and 2nd ISM, Dhanbad.
