No it is not true. IPM students goes into good companies. However to know more abou this coutrse, you should rather contact an IPM student. He/She can guide you better than me.

There is no eligibility percentile as such. You need to clear the cutoffs in different sections of CAT paper. However your interview call depends on the cumulative score of 10th,12th , undergrad and work experience as well.
