Hi Muskan,
Sorry to say, but you can't get admission in this college with 69.99 percentile in JEE Mains exam. This is a government college. So all the seats are occupied by the top scorers. You can apply for private colleges like Amity University, Sharda University, Lovely Professional University, Galgotia University etc.

This is your OBC rank not All India rank. For getting this college you have to at least 30k All India rank. But in special round there are very much uncertainty. So you should try for this branch.

You cannot leave any integrated courses halfway, if you do you will end up with nothing. If you take up a course either you have to complete it or drop it, there is nothing like you complete half and get UG certificate.

Yes, there is always an option of dropping out of your on going course . There is no boundation in any course but furthermore you won't get your degree and you have to request the college to give you your documents which you should have had submitted during admission.
