Yes, it is possible to geta admission to ICT Mumbai with 10000 rank in JEE Main. The last round closing ranks among the General AI category candidates were between 12630 and 99074. Some of the BTech specialisations available at 10000 rank are B.Tech. in Polymer Engineering and Technology, B.Tech. in Pharmaceutical Chemistry and Technology and B.Tech. in Food Engineering and Technology as per the last round cutoff, if you belong to the General AI category.
