No, Sastra University is a deemed university. It has it's own syllabus and curriculum. We don't need TNEA counselling to join there. Admission in Sastra University is now over. College is reopening on 19th July 2019. All the best.

The score in JEE is quite low so maybe your brother is not at all applicable in any government college like NIT, IIEST or IITs but yes he may get admission in sastra university through conselling rounds conducted by sastra.

Yes you can get, if falls under the merit list. The SASTRA have two admission streams known as Stream-1& 2. Stream-1 is based on JEE Main score + 12th marks and 70% of seats will be filled under this stream-1.
Stream-2 is another entrance method which is purely based on 12th marks. The minimum required aggregate percentage for stream-2 is 60% for PCM. Here 100% weightage are given to 12th marks.
So you can apply here through Stream-2.
