No, UT Austin is not a part of the original Ivy league, which comprise of the universities which are part of the eight private Northeastern Institutions. However, given its decent rankings and academic excellence, UT Austin is considered as a part of Public Ivy, offering Ivy level quality of education and experience to students from all across the globe. The university provide a lot of opportunities to students including, excellent academics, great access to alumni netwrok and a practical approach to learning using real world problems.

Yes, international students are eligible to apply at the University of Florida just like the domestic students however they are required to meet certain admission requirements metioned below:
Certified academic transcripts (with English translations if needed)
Proof of English proficiency – TOEFL, IELTS, or Duolingo English Test

International first-year students are required to meet certain admission requirements which includes a strong high school record ypically including 16 academic units (4 English, 4 Math; Algebra 1 & above, 3 Natural Sciences, 3 Social Sciences, and 2 Foreign Language). UF is test-optional for certain cycles, but competitive applicants usually present strong SAT/ACT scores, high GPAs, and rigorous coursework such as AP, IB, or A-Level classes.
Meeting the above metioned admission requirements are crucial as the University of Florida admissions are tough.
