You should go for IIT BHU as it will give you a good branch.

IIT BHU for mechanical, here we have many labs and equipments for mech students.

IIT Dhanbad CSE if you have specific interest in CSE else IIT BHU ECE.

And usually if you have marks around 130 you can get a paid seat at DAV college
But there is alot of struggle for a general category student to get a seat in main campus because then you will need a rank upto 70 more than that its really a matter of luck
