Yes, you can get admission to the B.E./B.Tech course in IMPS College of Engineering & Technology without WBJEE. Though 80% of seats are available through WBJEE and 10% through JEE Main (AIEEE), the 10% of seats are available under the Management Quota and not a WBJEE or JEE Main score. But you still have to fulfill the minimum qualification requirements: clearing 10+2 with a minimum of 45% in Physics, Chemistry, and Mathematics (40% for SC/ST) and a minimum of 30% in English.

Admission to BTech courses at the college is based on the scores obtained in the WBJEE exam. Direct admission to the Government College of Engineering and Ceramic Technology is not usually available. Admission to B.Tech programs is mostly through the West Bengal Joint Entrance Examination (WBJEE) on the basis of merit and eligibility.
