If you are not interested in commerce course but your daughter is doing B.A. Mass communication then you can try M.A. Mass communication. It will help your daughter gain experience in the field.

The approximate cut-off for the BA course is 89.20% and the cut-off for BCom is 92%.

The cut off is too high for BCom. It is around 90% for General Merit, 75% for SC/ST and for Christian Catholic it is easy to get admission with 60% as Joseph's is a Christian minority College.

Yes you can start preparing but also take admission in Bachelor's college as the minimum educational qualification required to take on the IAS exam is graduation. You have to have a degree from a recognised university to attempt the IAS exam conducted by the UPSC every year.
