Thailand is going to be quite affordable, but honestly, it won't be that competitive and I am not sure if there are any popular colleges or universities for commerce. Instead, they have degrees from popular universities from other countries which I am again no sure if it will help you in your career. If you are investing abroad, go to a well-known institute.

You have to take the university entrance exam and according to your performance in entrance exam your admission will be decided.

Admission forms are released between april-june by different universities Chandigarh University releases admission forms in Jan-feb for CUSAT.

Yes, you are eligible for CA course. Basic eligibility criteria of CA is 10+2 pass out.

B.Com account is better, because you choose specialization in subject. But, you have interest in account, then you can get job satisfaction and success. Otherwise, it is only a degree.
