Yes, there is possibility you can take admission in another university for your 2nd year. I see many student of distance department continuously change their university. But, you should have migration certificate of your current university. Kindly contact your choice university.

You can take interior designing or fashion designing course after your class 11th and 12th commerce because, the stream does not matter to pursue any designing degree. Candidates must have an interest in and a flair for art and design. There is a number of designing colleges, from where you can pursue a degree in designing course. It's not necessary to have maths as 5th subject in 12th you can give the BBA exam of Delhi University. You just need to apply for the exam and get necessary score to get eligible and to get the college you want.
